The unique non-system of non-government in Libya which has as its "authority" a Ratverment. It is what the rats of Libya seek to establish in a "New Libya" but cannot agree on a name or constitution. Derived from the Arabic word for rats جرذان. Its opposite is a Jamahiriya.
